NEW PORT RICHEY - The Pasco County emergency communications supervisor investigated for sleeping while on duty resigned Wednesday.Phillip Goodman, who met with the county personnel director Barbara DeSimone on Wednesday morning during a pre-disciplinary hearing, issued a one-line resignation letter.The letter read: "I resign from Pasco County today July 24, 2013 effective 10:00 a.m."Goodman, who has been employed with the county for seven years, was investigated for incidents that took place on July 14, 21 and 22.The investigation, conducted by the emergency communications department, recommended Goodman be fired.On July 14, Goodman was late for his 6 p.m. shift. When he did report to work, a co-worker witnessed him sleeping, according to investigative findings released by Pasco County. The emergency 911 manager arrived and saw Goodman with his head down for five minutes before waking him and relieving him of duty that night, the report said.He was also witnessed sleeping on July 21 and July 22."This continued conduct shows a disregard for the opportunities that you have been given to correct this behavior and adds to your inefficiency not only as a supervisor but also as an employee of the Pasco County Fire Rescue Department," the investigative report said."Pasco County Fire Rescue depends on all employees to conduct themselves in a professional manner at all times commensurate with their position. Your failure to meet these standards reflects negatively on Pasco County, the Fire Rescue Department, and your co-workers," the report said.
